Set Task Comment Assignee

Assign one comment on a task to a team member, or take the assignment off.

An assigned comment is that member's to-do: assigned and not resolved is pending, assigned and resolved is done. Assigning reopens a resolved comment and notifies the member, unless they assigned it to themselves. A null assignee_id unassigns.
